How the Congress would be different whether the law was changed?
The Spanish electoral system distributes a total number of 350 seats. Votes are agregated by constituency and seats are assigned taking into account the D’Hondt method, excluding the parties with a share of votes by constituency under a specific threshold. Current law assings the constituency to be the province and 3% as the threshold.
